Swann wants mid-season move
The FA usually only agree to allow a move of home ground during close seasons but, after securing agreement on a venue, Swann confirmed he will argue the business case for a move.
It appears he has finally accepted it is unrealistic to move in next summer, given planning application has yet to be submitted.
The stadium will be sited on the Lakes project, being developed by Lucent Group, with a 60-acre site set aside for the club.
It is on the M180, further south of Glanford Park, and it is unclear whether the land will be owned by the Iron, or leased.
Swann said: "It has taken a little bit longer than we would have liked, but there has been quite a bit of work to get to this stage.
"We are very happy with the deal and this is a very exciting time for the club.
"We wanted to be part of the Lakes project and this will allow us to move into a better stadium and give us the opportunity to create different income streams as we will be working with hotels and gym companies and a few other businesses."
